governance gates in docs/GO_LIVE_PLAN.md: versioned migrations,
append-only source records, deployment snapshots, a task taxonomy, safeguard decisions, evidence
verification, prospective risk-decision snapshots, and a consent ledger.

Permissioned cross-platform aggregates, verified operator resolution, incident feeds, Sybil/collusion/review-ring detection, calibrated risk models, audit tooling, and formal privacy/compliance controls. Raw private conversations remain outside the default network boundary.
